A new independent. Government will be formed here on August 1 after an extraordinary session of the Central Executive Committee, it was learned last night.

The object of the separatist Government is to fight the Nanking Government. Mr. Hsiao Fu-chen, veteran Kuomintang leader, is designated as the chairman of the new regime.

Mr. Hsiao is at present in Hong Kong, being in disagree- ment with the separatist policy of the military here. Lieut.- General Chang Jen-min, aide to General Li Chung-jen, and Mr. Lin Yih-chung, adhérent of General Chen Chi-tang, went to hands of General Yu Ho-Hong Kong yesterday afternoon to persuade Mr. Hsiao to return. mou's troops.
