This is the opinion of Deputy « Assistant Commissioner Ronald M. Howe, who, with other police six officers, has been making a weeks' study of American police procedure.

Mr. Howe expressed the opinion that there is no reason why Scot- land Yard's radio system should. not become equally efficient.

"In the first place," he said, "I was impressed by the fact that they use speech, whereas we code when sending out messages.

There is something to be said for this. We could dispense withi wireless operators..

"It may be argued that the criminal or his accomplice could overhear our instructions to the Įpatrol cars.

Intent on His Job

But it would be impossible for, say, a burglar, to listen-in to polica messages. He would be too intent on his job.

"His friend round the. corner might hear, it is true, and rush to tell him the news, by which time an entirely different message, unknown to him, could be sent."

Mr. Howe was asked whether British C.LD. officers are as cap- able as their American colleagues. He replied that they are second

He agreed that the majority of detectives in America do not seeur to mind how long their day be comes when they are engaged or a case. It is the same in England. "They do not appear to have to spend so much time on burglaries, shopbreaking, and so on, as · WO do," he said.
