Having previously taken the bit between their teeth and vebe- mently protested against the abolition of sanctions, the small nations yesterday accepted the inevitable and turned their attention to an im- mediate and thorough overhaul of the Covenant, though they are in no way unanimous as regards the methods.

Dr. Munch (Denmark) preferred improvement in the operation of the League to revision of the Covenant. Sir James Parr (New Zea- land) advocated inviting all the non-member States to attend the As- sembly in September. Jkr. de Graeff (Holland) favoured a modifica- tion of the Covenant because recent events had killed the hope of a more satisfactory result if another case arose.

The Assembly was most impressed by the thoroughgoing proposal of Mr. de Valera (Irish Free State), that the great Powers should get together and make sacrifices because by a fraction of the sacrifices that war would entail the menace could be averted:
