After three days' conference a survey of the alignments of the Powers shows that the So- viet's claim to free ingress and egress receives the support of Turkey, Rumania and France. The only Power so far openly opposing the claim is Japan. Bulgaria is expected also to oppose, while Yugoslavia is expected to demand equal rights for all States.

The Duce's son-in-law, Count Ciano, is expected to repre sent Italy at the conference after the raising of sanctions, and will put up strong opposition to M. Litvinoff's claims.

The general discussion has concluded and the conference has adjourned until after the meetings of the Council and As-

serably of the League. The immediate remilitarisation of the

Straits as soon as the new convention is signed has been tenta-

tively agreed. This will be done by a special protocol which will not only authorise the remilitarisation but also the application of Article IX. whereby Turkey can subject any warship passing through the Straits to special conditions if she considers that there is a menace of war.
