In the House of Commons yesterday Mr. R H. Morgan (C., Stourbridge) asked whether the Government now recognised East Hopei as auto- nomous, and whether the Chinese Customs func- tioned there. Mr. Anthony Eden replied: "East Hopei is part of China and therefore, in the Gov ernment's view, under the Central Chinese Gov- ernment. There has been no recent change as regards the Customs position.”
Questioned by Mr. A. C. Moreing (C. Preston) with regard to the injurious effect on British trade in Shanghai, Hankow and the Yangtse Valley of the competition from goods sumuggled into North China through East Hopei, Captain Euan Wallace, Secre- tary for Overseas Trade, said that he had received a telegraphic report from the Commercial Counsellor at Shanghai comparing the Chinese Customs figures for the first four months of 1936 with those for the same period of 1935.

The Cabinet is believed to be agreed on the principle of the discontinuance of sanctions, if Geneva decides on that course, on the ground that sanctions have failed, that continuance will not serve any useful purpose and that the Euro- pean situation makes it desirable that the ques- tion of the relations with Italy should be put on a new footing. The final decision will be made at a Cabinet meeting to-morrow.
