ORGANISED SMUGGLING

INTO NORTH CHINA QUESTION LOSES DOMESTIC ASPECT

London, To-day.

It is understood that the Japanese reply to the representations of the British Ambassador, Sir Robert Clive, concerning the increased smug- gling in North China, did little to allay the Bri- tish anxiety. It is understood that no promise was given by Japan to co-operate in the measures against the smugglers.

The seriousness of the position was stressed by Sir Frederick Maze, Inspector-General of the Chinese Maritime Customs, in an Referring to the "orgy of organised interview, with Reuter. smuggling" into North China. 'Sir Frederick pointed out that a general decrease in the Chinese Customs receipts must necessari- ly affect the indemnity loan services. He added that as Shang- hai and the northern ports are responsible for 88 per cent. of the total Customs revenue, the question is no longer a purely domes- tic one, and might become an international issue.
