London, To-day. The leakage of budget secrets regard- ing the tea duty and income-tax, which resulted in considerable speculation in insurance against these risks, had a sequel in the House of Commons yesterday, when Mr. Neville Chamberlain. Chancellor of the Exchequer, announced that a judicial tribuna!! would be established to investigate the matter. The tribunal would be presided over by a High Court judge and would contain two eminent lawyers.

In response to the French Government's ap- peal to the Italian Government to hasten the Ita- lian advance to Addis Ababa in order to rescue the beleaguered Legations, it is officially stated that the Italian Government is taking all the pos- sible measures to assist the Legations, including the despatch of aeroplanes.

A Washington message states that Mr. Engert, the United States Minister to Addis Ababa, has made an urgent appeal to the State Department to request the British Government's as- sistance in Holding the American Legation at Addis Ababa. against the rioters. The Legation is occupied by Mr. Engert, his wife and a staff of six people.

They were the object of a fierce surprise attack yesterday morning. The occupants returned the fire and repulsed the at- tackers, killing one. Mr. Engert earlier informed the State De- partment that he and his staff would transfer to the British Lega- tion if the situation did not improve.

Mr. Eagert states that with the help of a British-Indian Lewis-gun section the American Legation could hold out against the rioters "if the Italians arrive within a few days." He asked the State Department to transmit his request to the Foreign Office as he was unable to keep in touch with the British Lega- tion. The State Department immediately telephoned to White- hall
