MR. EDEN EXPLAINS SITUATION

VOTE OF CONFIDENCE CARRIED IN HOUSE OF COMMONS

London, To-day.

With the object of regularising the position following last week's defeat of the Government on a minor matter, the Prime Minister, Mr. Stan- ley Baldwin, submitted a procedure motion yes- terday which was to be treated as a vote of con- fidence.

He declared that though a good case could be made out of the proposal of Miss Ellen Wilkinson (Lab., Jarrow) for equal pay for men and women in the civil services, the time was not ripe for it. There was a widespread feeling that numbers of men were unemployed because women entered the employment field. The cost of the equal pay proposal for the civil service was estim- ated at $3,000,000 a year.

OUTSPOKEN PRESS COMMENT

-CHINA MAIL" SPECIAL

Rome, To-day.

What would probably be Italy's minimum demands for settling the Abyssinian war was set forth by the Editor-in-Chief of the "Tribuna," Signior Davanzati, in a leading article yesterday.

The peace with Abyssinia could not be settled with anything remotely resembling the dead and decayed proposals of the Com- mittee of Five, but must take the act of Italy's victory into full account. Neither is there room for the ill-witted proposals based on the assumption that Italy is not capable of achieving a com- plete military victory.

Any eventual direct or indirect interference by the League of Nations in the final settlement is rigorously excluded by the very facts themselves. The League of Nations has also to take into consideration that the tribes of all Abyssinia, from those in Tigre and Somali to those in Ambara and Haussa, trust the Italian rule From now on Italy will be in Abyssinia's place as the neighbour to the Sudan, to Kenya and British Somaliland.

This victory, says the Tribuna, is also proof that Italy 1s strong in Europe. It will be enough for “ill-advised" Europe: to abandon the hostilities against Italy, in order to find her where she had always been: ready, fully ready, to take part in European politics, not only with words but with deeds,
