The liner Queen Mary twice touched the river bed within the first quarter of a mile of her journey down the Clyde. The first time was shortly after leaving the basin, when the wind caused her to swing round and bestraddle the river obliquely, her bow and stern touching the banks on the respective sides. The League of Nations Council assembled yesterday at 5 p.m. for its scheduled meeting, which was also attended by the Depart- mental Director of the German Foreign Office, Dr. Dieckhoff.

The sitting, which took place behind closed doors, was only of short duration, it being decided to adjourn until all the inter- ested Powers had defined their attitudes towards the proposals of the Locamo Powers.

This decision is attributable not only to the fact that the German reply had not yet been received, but also to the fact that serious complications had arisen in the situation.

This is as yet no sign of an agreement having been reached between the British and the French Governments on the question whether the Locarno Powers' proposals are to be regarded as a sört of ultimatum, as the French would have it, or whether, as Mr. Eden stated. they are simply to be considered as proposals open to discussion-
