The proposals to Germany by the Locarno Powers were not intended as an ultimatum, de- clared Lord Halifax, Lord Privy Seal, in a speech at Bristol yesterday.

The Imperial Airways' passenger liner 'Dorado," piloted by Captain J. H. Lock, and carrying 47 kilos of mail, comprising 14 bags from London, dated March 14, and one each from Singapore and Penang, arrived this morning at Kai Tak aerodrome at 11.30 am, and was given a rousing reception on its arrival.
