DR. VON HOESCH AS OBSERVER

London, To-day.

Germany has replied accepting the invita- tion in principle to come to London to attend the Council, on condition that she will have the right to negotiate her peace plans with the other Lo- carno Powers. A secret session of the Council is If the latter at present considering the reply. satisfies Herr Hitler the German delegation will reach London to-morrow, headed by Herr von Ribbentrop.

There were swift developments yesterday afternoon when it was learned that Mr. Anthony Eden, British Foreign Secretary, yesterday communicated with Germany regarding Herr Hitler's. second point, that his peace plans be discussed. Germany replied with prompt acceptance of the invitation, stating that Herr von Ribbentrop would be at the disposal of the Council to-morrow.

Dr. von Hoesch, German Ambassador in London, was invited to attend yesterday evening's meeting of the Council as an ob- server. A secret meeting of the Council in the afternoon dis- cussed the German reply and decided that the vote on the Franco- Belgian motion affirming the violation of the peace treaty be taken to-morrow. On the same day the Germans will state their case and the members of the Council will reserve the right to |reply.

Later: At the secret session of the Council the President, Mr. Stanley Bruce, Australian High Commissioner in London, said that he had urged Dr. von Hoesch to request Ger« many to expedite the arrival of their representatives in order to participate in to-day's deli- berations.
