An interesting insight is afforded by a French semi-official report into the impression made in London by the German Government's ac- ceptance of the invitation to join the negotiations.

The French reports say that, fundamentally, Germany is quite entitled to demand equality of status when discussing its point of view with the League Council, but as regards the other German demand, that the German proposals be discussed forth-1 The League Council with, one does not see how it is possible.
