M. Flandin's speech at the League Council meeting on Saturday is unanimously welcomed as a clear and convincing exposition of the French point of view by the Paris Sunday papers, which also devote considerable space to the question whether Germany will accept the invitation to at- tend the League Council session in London to-day.
The Echo de Paris states that "Saturday marks an important turning point in the Locarno Powers' deliberations." Making a detailed comparison of the French and British points of view, the paper states that the latter makes à distinction between the juri- dical position and political expediency.
Should the British Government be able to induce France to take this view, it would be prepared to enter into a security pact with France and promise military support in the event of further "disappointments" at the French border.
Madame Tabouis, the foreign political correspondent of Oeuvre, on the other hand takes the view that the situation in If M. Flandin and M. London is more complicated and difficult. It is understood that Germany's reply is a qualified acceptance of the Council's invitation to attend the London meeting. It is understood that Germany's acceptance is subject to two con- ditions:-
(1) That any discussions shall take place on a basis of
equality;
(2) That Locarno shall be discussed simultaneously with
Herr Hitler's peace proposals.
The text of the German reply says that the German Govern ment is on principle willing to accept the invitation, but starts from the assumption that its representative will be accorded the same rights in the discussions and decisions of the Council as those enjoyed by the representatives of the other Powers' Gov- ernments.
