He had not yet decided how the money was to be raised, and Parliament would not have this information during the m- pending defence debate. Owing to the flexible nature and vari- able rate of the execution it was impracticable to state even ap proximately the total cost or the additional cost of upkeep.-
After Major Attlee and Mr. Herbert Morrison had strongly urged that Parliament and the country should not be asked to prove the programme before knowing the cost. Mr. Stanley Bald- win promised to consider the matter.
