Thousands of citizens were marooned in sky- scrapers or faced the ascent or descent of end- less stairways yesterday, as the result of a strike of liftmen for better pay. The whole of Manhat- tan, Wall Street and the congested midtown sec- [tion were affected, but the Empire State building, where the lift staff are under private control, and the Radio City building were not involved.

Mayor LaGuardia proclaimed a state of emergency and called on all citizens to co-operate with the city officials in maintaining the public health and protecting life. He announced that the city would take over the operation of lifts in all residential buildings of over six storeys high, and he was also calling a meeting of the union officials and representatives of the owners to try to end the strike, in which the union claim that 30,000 people are participat- ing.
