The Japanese leave no doubt that the parity issue must be faced sooner or later, and the preparations for it have been in- dicated in Japanese naval circles in London and Tokyo.

In London it is stated that in the event of withdrawal the Japanese will propose a five-Power declaration disavowing the in- tention to conduct a shipbuilding race and affirming that the friendly relations are not disturbed. From Tokyo comes the sig nificant news that if the adjournment of the conference leads to ian armaments race Japan will "endezvour to readjust her inter- Inational relations."
