Official War Bulletin No. 83, issued yesterday by the Ministry of Propaganda, states that an Eritrean detachment, reached Marien district in the Tembien region on Sunday and established connection with the troops which were victorious in the battle of Addi Abbi on December 22.

In the course of encounters with Italian scouting patrols during this operation the enemy, declares the report, suffered severe losses. The Italian losses are given as 24 white soldiers killed and 12 wounded, with 8 native soldiers killed and 2 wounded. On the Somali front, continues the bulletin the Sultan Sha- veli, who had made submission to the Italian fortes, carried out a reconnaissance, in the course of which his forces defeated strong enemy detachments. During this operation the Seitan was "bril- liantly supported by our air force."

A message from Rome states that the Cabinet Council which met yesterday, with Signor Mussolini presiding, approved the estimates for the budgetary year 1936-37, which was balanced at about 20 milliard lire, but does not include the expenditure for

the East African campaign.

The Duce delivered a lengthy speech, in which he dealt with the recent developments in international policy as well as with the strategic situation in East Africa. According to an official communique Signor Mussolini reiterated that the Paris proposals fell far short of meeting the minimum Italian demands, especially as regards the security of frontiers and Italian settlers.

He added that the proposals had, however, heen doomed to failure at the moment of their publication and long before the Fascist Grand Council had had an opportunity of examining them The causes of this failure were to be sought beyond the Italian frontiers, a fact which was now being admitted by all fair-minded.
