The growing tension between France and Italy appears to be indicated by the report that immediately after the publication of Signor Mus- solini's speech at Pontinia the French Ambassa- dor visited the Secretary of State, Signor Suvich. and strongly protested against the incomplimen tary passages in the speech directed against the Powers participating in sanctions. Signor Suvich is stated to have rejected the protest.
It is not yet possible to obtain official confirmation of the Geneva rumours that Signor Mussolini had been informed by M. Laval and Sir Samuel Hoare concerning the contents of the peace formula before the proposals were definitely drawn up, and that the Duce had privately given an assurance that he would accept the plan as a basis for peace negotiations. If the rumour should prove correct it would indeed help to explain some of the hitherto inexplicable events of the past two weeks.
