The anxiety regarding the Japanese attitude at the Naval Conference is expressed by the "Herald Tribune," which says: "Japan's trucu- lence in insisting rigidly and stubbornly that the principle of parity be accepted at the opening of] the conference is not so disturbing as the success of Japan in putting the naval cart before the po- litical horse.

The Japanese have consistently overlooked or obscured the fact that the Washington Conference of 1921 covered not only the limitation of naval armaments but also the settlement of political disputes affecting the Pacific Asiatic mainland.
