Concerning the recent statement of the Japan- ese Military Attache, that Japanese planes were allowed by the Ho-Umetsu Agreement to fly over all Hopei, a member of the defunct Military Coun cll very close to General Ho Ying-chin declares that the statement is totally incorrect..

He goes on to say that during the negotiations last June concerning Hopei between General Ho Ying-chin and Mr. Umetsu, the question of flying over Chinese territory by Japanese planes Iwas never discussed. He added that the term "Ho-Umetsu Agree- ment" is also incorrect. There is no such agreement as the so-1 called Bo-Umetsa agreement," he said.
