for the Hauchow ares.

The telegram states that the majority of the flood victims are living in miserable- conditions. The farmers in the remote dis- tricts might become bandits and Jupset law and order there, the

The message suggests that the office should appropriate adeqüate" funds for the immediate relief of the afficted people. It also urges the Central Government to close the gap along the Hwangho em- bankment at Tungchwang, in West Shantung, as soon as possible.- Central News Agency,“
