BARRIERS TO INTERNATIONAL TRADE WORLD'S PROBLEM

The Foreign Secretary. Sir Samuel Hoare. gave a broadcast address yesterday afternoon to the Fifth Annual Women's Con- ference on current problems. at a meeting in New York.
He said that he hoped that his speech in the Leraue Assembly on September 11 had established be yond doubt that the British people were solidly behind the Covenant and had determination to resist all acts of unprovoked aggression and to substitute peaceful methods of settlement for war.
He had tried to look beyond the immediate political difficulties to the causes of bitterness and strife and had selected for special atten- tion among the causes to be re moved the question of control- and distribution of colonial raw ma- terials. He had survested it would be well to anticipate the troversy by examining this question without unnecessary delay.
