For three years past the smuggling has been carried on successfully without the slightest hitch. The plan followed

was that importers had goods consigned through Le Havre in the one opened for inspection of the contents, being strictly in

cases, one of which bore a secret mark. This case was always

accordance with the invoices and shipping documents, while în reality the other cases, contained the goods to be smuggled through the French Customs and usually consisting of radio apparatus and tobacco. These cases were not opened.

Apparently, the number of persons involved in the scandal increased from day to day, until the swindle could no longer be

“CHINA. MAIL:” SPECIAL

Paris, To-day.

The special correspondent at Addis Ababa of a French semi-official news agency asked the Negus in an interview whether, in order to avoid the grave national and international con-

sequences certain to follow an armed at t

with Italy, he would not be inclined to make tain territorial concessions in consideration of financial help to promote civilisation and econo- mic development

The Negus is reported to have answered: "I shall state my view without reserve. First I would like to emphasise that under no circumstances can there be any question of the sacri- fice of the independence of my country and the promotion of civilisation. Something that would greatly contribute to this would be the accession of an Abyssinian port. If these aims could be realised then we would have nothing against cession of part of the province of Ogaden, that is to say, in exchange for loans and a port. It is here a question of fundamental character. The realisation of an agreement on this basis would naturally presuppose a settlement of numerous details, every one of which would have to be discussed individually.”“”“”. Trans-Ocean Service.
