That the Anglo-German naval agreement constitutes a great diplomatic victory for Ger- many is the consensus of Dutch press opinion. The "Algemeen Handlesblad" states in an edi- torial comment that England has evidently been led to abandon the policy of Stresa be cause she sees better prospects in a direct agreement with Germany.

The utmost caution characterised the reac tion of most of the Wall Street executives to President Roosevelt's "diffusion of wealth by taxation plan." Insofar as the super tax, gifts and inheritances are to be segregated for the reduction of the national debt, the plan is seen by some as an interesting, perhaps feasible, mixture of Radical and Conservative practice. Others regarded it as merely another step in the "Soak the Rich" programme.

The proposal for a higher corporation tax sliding scale is received doubtfully. It is pointed out that the taxes on some industries, notably utilities and railroads, are already extreme- ly high, and the additional burden is. likely further to restrict corporate enterprise.

Other more cutspoken quarters profess to see in the tax plan nothing less than a declaration of war against the business
