Sir San.uel Hoare, Foreign Secretary, speak- ing at the dinner of the Japan Society in hon- our of Mr. and Mrs. Matsudaira, said that when the latter shortly returned to Japan he want- ed them to take back a message from the Eng- lish people and say: "We are very conscious of the fact that we have many things that matter most in the world in common. We are both great island Powers; we still have the inestim- able blessing of an hereditary monarchy; we are two very enterprising races highly determined to leave our mark on the history of the world

"Sometimes difficulties may arise between us. Let us dis- cuss them as friends, anxious to understand each other's view- point Anglo-Japanese relations have not been entirely free of disturbing factors in recent times. I will only mention the re- cent report as received from North Chiza. I will only mention the difficulties that are bound to arise from time to time between two powerful industrial countries trading over the face of the world.

"I hope that Their Excellencies will tell the Japanese that there are many men and women in England who wish to see these difficulties removed, just as we are sure there are many men and women in Japan why ish to see them removed.
