President Roosevelt's announcement of a "stopgap" programme proposing the extension of the NRA. in a skeletonised form until April 1 next year, virtually scrapping all the features of the N.R.A. designed to improve working condi- tions and establish fair trade practices, caused surprise at Washington and elsewhere. The opinion is expressed by some observers that President Roosevelt has decided to abandon more of the N.R.A. than was rendered absolutely necessary by the Supreme Court's decision.
There are no provisions in the codes for any kind of new plan, not even those relating to inter-State commerce exclusively, while the widely expected proposal for voluntary codes for inter State business has not only not materialised, but the President de- clared that there would be no attempt to persuade business men to alter such agreements.
In the words of the New York Journal of Commerce, President Roosevelt "gives up virtually the whole NRA experiment, lock, stock and barrel" while the NRA. is reduced to a mere statistical agency, apart from enforcing standards on the one per cent of American industry working on Government contracts-
