ROOSEVELT DE FINES ISSUE

Washington, To-day.

President Roosevelt said yesterday that the Supreme Court National Recovery Administra tion decision drew the flat issue of taking away from the Federal Government all control over na- tional economic and social conditions. He also said that the implications of the decision meant the end of the Agricultural Adjustment Adminis tration, the Securities Exchange Commission and the Federal Alcohol Commission.

Describing the ruling as perhaps the most important in the history of the nation, the President said that it was up to the people to decide now whether there shall be 48 different State at- tempts to regulate the economic and social life, or whether this shall be the function of the Federal Government.

Grave was the President's voice as he sat behind the desk.

Mr. Andrew Mellan, former Secretary of the United States Trea- sary, whom the Treasury Department is now trying to make pay more income taxes for the years he was in office, has a friendly greeting for Mr. E. E McMath (left), vice president of the Bethlehem Sterl "Corp, and Mr. Eugene V. Grace, the million-dollar-a-year president of the same company, as, they, come to the courthouse in Pitts- burgh to testify. The Government charges Mr. Mellon did not pay the income tax he should hare done on his profit of the sale of his McClintic Marshall Steel interests to the Bethlehem Carpm.
