Paris, To-day. The Franco-Russian convention, which was virtually agreed yesterday, is designed to replace the projected Eastern Pact if Germany and Po land continue to refuse to participate in it, as seems inevitable.

According to the newspapers the convention will ultimately take the form of a military agreement grafted into a revision of the League of Nations' mechanism and will devetail Into the French proposals at Stresa, namely a revision of the League Covenant, and so will emphasise the defensive co-operation as- peats and controlled.
