SIR SAMUEL HOARE GIVES REASON FOR OPTIMISM QUESTION OF PRINCES' ACCESSION AGAIN DISCUSSED

The Indian States' views on the Government of India Bill contained in the White Paper show that one of their chief demands relates to the form of their accession to the federation, con- cerning which the Princes wish to accept only specified portions of the Act. Further they urge the settlement of the question of paramountcy and ask that an acknowledgment of the sanctity of their treaties be incorporated in the Act and request a time-limit to the Governor General's assumption of control in the event of a break- down of the Constitution.

Sir Samuel Hoare. Secretary for India, replying, was of the opinion that the Constitution must be accepted as a whole, thongh it has always been agreed that there might be a variation in the

The Government is prepared to insert in the Bill a clause providing that “nothing enacted will affect the engagements of the Crown outside the Federal sphere, and they are also prepared to place a time-limit to the operation of the breakdown clause.
