The Shanghai Chinese Factory Owners Association, in a telegram to, the Ministry of Industries, re quests the latter to order the bankers in Shanghai to agree to a moratorium in debt payments this year on the ground that, if the na- tive factories are pressed hard for debt payments, they will be forced to close, which will mean an increase in unemployment.
