The United States Government is represented as being still hopeful for the continuation of the naval limitation agreements, although they are disappointed at the failure of the London talks.

The administration is reported to be eager that America should refrain from any belligerent talk against any foreign nations, as long as the Naval problem re- mains at its present stage.

The attitude of the United States is pictured as favouring the continuation of the relative security of nations, through the limitation of arms, which, unoffi- cially interpreted, means that

Moscow, To-day. The existence of a terrorist anti-Soviet group, formed by members of the former Zino- vieff faction in Leningrad which opposed Stalin's group, is said to have been revealed by the preliminary inquiry into the murder of Sergei Kirov. Nikolayeff, the murderer of Ki- rov is alleged to have admitted that he was a member of this terrorist group and was order- ed to carry out the crime.

It is also alleged that he stated that the former oppasi- tion had an account to settle with Kirov owing to the fight he organised against the Lenin- grad opposition group.

- In addition to Nikolayeff, 13 other alleged Communists will now be brought before the Supreme Court-Reuter.
