State, but it is understood that the Monarchy will be main- tained.

Colonel Veltcheff although hitherto nominally only an ad- viser to the Premier, has been the principal inspiration of the Government.

Meanwhile, it is announced that 700 arrests have been made here in connection with the alleged Communist .con- 'spiracy in which some of the troops are alleged to be in- volved.

About 500 arrests were also made in the district of Has- kovo and Plovdiv, which it is stated was about to revolt when the conspiracy was dis- covered.

The arrested include 175 members of the Haskovo gar- rison who are alleged to have been led by a former bandi chief, Gheorghi Stoyeff, at whose house bombs are said to have been discovered.

It is stated that their plan was to arrest all officers, ad- .` mit civilian accomplices to the barracks, and then proclaim a revolt.-Reuter.
