During the House of Commons debate on the reports of special| investigators into conditions in de- pressed areas, the Chancellor of the Exchequer, Mr. Neville Chamber- lain, said that the Government had decided to appoint two commis- sioners with very wide powers, one for England and Wales, and one for Scotland, to devote their whole time to the initiation, organisation, and prosecution of scheme to faci- linte economic development and social improvement.
