Import Statement. Neglected

Summoned for failing to furnish the Imports and Export Depart- ment with full particuial of their imports, eight-local firm were fined $25 each, while one firm Messrs. Wing Tai and Company, of No. 16 Bord Street, was fined $30 on two Bummonges by Mr. W. Schofield at the Central Magistracy this morn ing.

Mr. J. Barrow. Superintendent of the Imports and Export Depart ment, prosecuted.

Rotary Club Address By Sir William Hornell

Sir William Hornell, Vice-Chan- cellor of the Hong Kong University, was the speaker at the Rotary Club tiffin yesterday, his subject heing, "Diplomacy, Old and New".

"The statesmen of the post-war period have endeavoured to create an artificial sense of security by multiplying security pact". he said.j "But until the world is convinced that these parts are regarded by the sovereign democracies as involving! their Own responsibilities they merely serve to inflate the currency of international contract and there- by. to diminish certainly rather than to increase confidence."

After dealing at length with the paychological effect of the War on Europe and the process of devolu- tion which had been taking place within the British Empire sines; 1918, Sir William said the main distinction between the methods of the new and old diplomacy was that the former aimed at satisfying the immediate wishes of the electorate, whereas the latter was concerned only with the ultimate interests of the nation.
