REPUBLICANS STATE POSITION HOPELESS

DEMOCRATS ASSURED OF SUCCESS IN U.S.

MOST IMPORTANT OFF-YEAR ELECTION SINCE CIVIL WAR

New York, To-day.

With a few hours left before the "New Deal" faces the tests of the polls, politicians through- | out the nation, both Republicans and Democrats, concede that it is the most important" off-year election since the Civil War, and will return de- cisive Democratic majorities to Congress.

With Radicalism past its peak, however, Mr. Upton Sinclair. the noted Socialist author, appears to be definitely beaten for the Governorship of California. The betting is 5 to 1 in favour of Governor Merriam.

THE IMPROBABILITY OF SERIOUS REPUBLICAN GAINS IN 'EITHER THE HOUSE OF REPRESENTATIVES OR THE SENATF IS ASCRIBED TO THE FACT THAT FEW REPUBLICANS ARE WILLING TO MAKE AN OUTRIGHT FIGHT AGAINST THE "NEW· DEAL" IN VIEW OF PRESIDENT ROOSEVELT'S PERSONAL' POPULARITY,

Some quarters believe that the truce between President Roose- velt and the bankers is more ap- parent than real, although it is evident that both sides are mak- ing a sincere effort to co-operate.

The bankers' co-operation is not expected to become truly con structive until the Administration reveals the scope of future relief expenditures, tipping bankers as to when to expect a balanced Budget, which at present la not expected, at least, for a year and a half.

Bankers are agreed, how ever, that the jobless must be sheltered this winter or riots and bloodshed, will most like- ly. occur.
