CORRESPONDENCE Capital Punishment.

To the Editor, "China Mail."3 Sir.--As a trial for murder has just been concluded and another, murder has recently been com- mitted, I wish to ruine again with: the citizens of Hong Kong the question of the death sentence.

My proposal is that for an ex- perimental period of twenty years every death sentenre should he Commuted.

This is a matter for the Gover nor in Council: I do not wish to suggest that it can be settled by ac expression of civic opinion. [:

is however my hope that if fi measure of public support is forth- coming for an experiment of this kind, the Government will accede to our request.

My reasons are as follows,

(1) Hong Kong provides the Uri- tish Commonwealth with an ad- mirable laboratory for experiments and should be so used.

(2) In the case of an experiment: in the abolition of Capital Punish- ment, Hong Kong has the advant- age of a highly trained and efficient Government. Frequent use of the death sentence is always a sign of
