PRESIDENT REVIEWS N.R.A. CAMPAIGN
RESTORING CONFIDENCE UNDER PEOPLE'S RULE
THREE SAFEGUARDING STEPS
Washington, To-day.
President Roosevelt, broadcasting to the na- tion for the first time since October, last night summed up the achievements of the recovery cam- paign and advanced the following questions:
"Are you better off than last year? Are your debts less burdensome? Is your bank-account more secure? Are working conditions better?
He said that there was no doubt what the answers were.
The three steps in safeguarding national life were relief, re covery and reform and reconstruction.
These were necessary, firstly, owing to the paralysis caused by the mad chase for unearned riches in the past decade.
Secondly, because many of to-day's troubles were due to lack
of understanding of the elementary principles of justice and fairness by leaders of business and finance.
Thirdly, by reason of the new conditions in economic life.
Giving evidence of the success
of his policy, President Roosevelt
pointed to the gains in pay-rells MISPLACED
and employment, the rise in the value of farm products and the saving of many thousands of
homes from foreclosures.

The future programme for security involved the pro- vision of better homes, the use of land and water re- sources, and social insurance.
"We are fulfilling the old and tested American ideals. Other nations may sacrifice Democracy for transitory stimulation through old dis- credited autocracies, but we are restoring confidence and well-being under the rule of the people," he said.
