If Great Britain pays her Jone! 15 war debt instalment of U. S. $85,670,000 she will remain out- side the scope of the Johnson Act, states the American reply to the British debts nole.

Should Britain submit proposals for the resumption of payments the United States will gladly discuss

them, it adds.

No proposal has ever been pre-Į sented for payments in kind to an extent that might be found mutually racticable. and such a proposal would be carefully con- sidered, it continues.

COMPLETE INDEPENDENCE The reply reiterates the com- plete independence of the Allies', debts to Britain and the Britishl debts to the United States and the repayment of the latter can- not be contingent on the fate of! the debts due to Britain.

It adds that the position seems- to be that Britain does not in- tend to pay further until the down to debts are scaled
