SENATORS DRAFT NEW BILL
SPECIAL TO CHINA MAIL.
By Telegraph. Copyright, Telegraphic Messages Ordinance, 1894. Received May 12, 9.11 a.m.}
WASHINGTON, TO-DAY.
THE SENATE SILVER ADVOCATES YESTERDAY CONFER- RED WITH THE TREASURY SECRETARY, MR. HENRY, MORGEN- THAU, AFTER WHICH IT WAS REPORTED THAT MR. MORGEN- THAU RECEDED TO HIS ORIGINAL POSITION THAT LEGISLA TION SHOULD BE ENTIRELY PERMISSIVE.
It is believed that nationalisation might be abandoned in order
to preserve a free silver market in New York.
The silver advocates are scheduled to confer with President Roosevell next week, prior to introducing a new Bill which is report- ed to centre the main points of the proposals made by Senators Borah and Key Pittman.
It will propose, firstly, to establish silver as primary money and a monetary base for specie currency issues.
Secondly, that the Treasury be authorised and directed to purchase silver to establish a metallic reserve of 25 per cent, as a minimum.
Thirdly, that the Treasury be authorised to issue silver cer- tificates for purchased silver.
The President is expected to determine whether the pur- chases will be mandatory, - United Press, per S. C. Gold Bar Co.
