The Soviet sees in Japan's warning a sharpen- ed tension in the Japanese-American relations and dominance by the military clique in Japan. The newspapers consider that it was made for two reasons.
First, in an attempt to break up the nego- tiations between China and a group of interna- tional bankers at present in Nanking, which the| Japanese militarists consider to be part of the NO United States and European Powers' attempt to create a united front of resistance to Tokyo's Pan-Asiatic policy.
Second, that Tokyo is trying to force Nanking to Discon- tinue negotiations with American interests concerning aviation construction consultation.
