Replying to the debate and re ferring to the fact that the esti mates contained a sum of only £600 in respect of barracks con- struction in Hong Kong, regard- ing which Sir Francis Acland had commented, the Financial Secretary to the War Office, Mr. A. Duff Cooper, said that the £500 was a token vote to cover enquiries.
