THE HOUSE OF COMMONS WAS CROWDED, AND MANY DIPLOMATIC REPRESENTATIVES WERE PRESENT WHEN THE FOREIGN SECRETARY, SIR JOHN SIMON, INITIATED THE DISARMAMENT DEBATE YESTERDAY.
