SILVER AGREEMENT UNDER WHICH THE AMERICAN GOV. ERNMENT WILL PAY 64.5 CENTS PER OUNCE. IT PRO- VIDES THAT THE UNITED STATES MAY USE 24,000,000 OUNCES ANNUALLY, COINING HALF AND PLACING THE REMAINDER IN THE TREASURY.
Observers are slow to accept Speaker Rainey's statements as categorically representing Administration sentiment.
They be leve, however. That President Roosevelt will probably be forced to give silver some recognition as money in order to forestall a Con- gressional inflation rebellion.
Mr. Rainey's plan will probably satisfy all the silver advocates ex- cepting a few who are insisting on re-monetisation at a fixed ratio, preferably 16 to 1. Without the silver advocates' support, the infla- tionists would be impotent.

Senator Pittman is most elated at this "Christmas presarit" and eaid that he is confident that Canada, Australia, Mexico and Peru will act similarly and that the increased silver value will in- crease the exchange value of j those countries to the same ex- tent, including their buying capacity, which will aid the rais ing commodities prices and tend greatly half to the United States recovery and hasten a return to normal conditions Reuter.
Mints To Start Coinage
Washington, To-day, President Roosevelt has ordered:
Įthe United States mints to coin half of the annual-production of 24,000,000 ounces of silver to the benefit-of producers.
The other half will be kept at the Treasury as reserve.
The White House has estimated that this will give a price of 64.5 cents per ounce, or half the legal price, and considerably above market prico.
the
Coinage will be subject to the producers' desire. If fully exer- cised, it will mean the coinage of
13,900,000 ativer dollars.—-Reuter.
