It is alleged that a widespread spying organisation on behalf of an un-named Power has been revealed by the arrest, in Paris of 18 foreigners, including two naturalis- ed Americans of Russian origin, two Poles and several Russians, and the detention of a Frenchman and a French woman.
Two Russians who are alleged to have headed the organisation have vanished.
Large sums of money are said to have been found on the arrested persons
