It recognised certain constitutional principles, namely, that the power of finance belonged to the House of Commons and that, the final authority was the people.
Under the House of Commons power in finance, how- ever, other legislation might be passed, also the legisla tion passed might not be the deliberate judgment of the people, but the judgment of the passing majority.
