REAL EARNINGS DECLINE DESPITE INCREASED WAGES

WASHINGTON, TO-DAY.

THE REALISATION IS GROWING THAT THE UNITED STATES NATIONAL RECOVERY ADMINISTRATION HAS AP- PARENTLY REACHED THE END OF ITS ACCOMPLISH- MENTS AND A WIDESPREAD FEELING IS SPRINGING UP THAT THE NATURAL FORCES OF RECOVERY MUST NOW BE LEFT TO EMERGE.

The gravity of the situation is emphasised by the statistics insued by the National Industrial Conference Board, showing that the real earnings during August declined 1.8 per cent. as compared with July. despite the fact that employment and wages have increased 8.6 and 9.2 per cent. respectively, these increases being more than offset by the 8.9 per cent. decline in working hours and the rise in the cost of living.

Meanwhile the strike situation is growing worse and can be sum- med up as follows:-

New York, 75,000 to 100,000 out in various trades. Detroit, 8,000 out in the motor-car and lool-workers' in- dustries.

Chester, Pennsylvania, several thousand Ford motor-car workers out and the factory closed Indefinitely.

Paterson, New Jersey, thousand of silk workers idle. Philadelphia, Bread-cart drivers are restricting bread

deliveries.

Pittsburg, the coal strike is rapidly spreading. Weirton, West Virginia, 8,000 steel-workers idle. - Reuter.

Abnormal Items Saved 1932 Revenue.

EXPENDITURE · LESS, BECAUSE OF HIGHER DOLLAR

In presenting a ""Colourless” Bad- get to the Legislative Council this afternoon, the Colonial Secretary, the Hon. Mr. D. W: Tratman, C. M. G., explained that while the Co- lowy's credit balance had been, in- creased during the year from over $10,000,000 to over $13,000,000, this had been accomplished only through fortunate circumstances.

Abnormal items of revenue, in cluding the death duties on Lord Inchcape't' estate and the proceeds of the sale, of the City Hall, had in- creased the revenue from $30,000,- |000 to $34,000,000.

Expenditure had been only $32,- 000,000 odd, instead of over $35,- 000,000 because of the rise in the local dollar.

In summing up his Budget speech, the Colonial Secretary stated:

The estimated totals are--~@X~ penditure — $33,442,095, revenue 91,781,625, leaving a deficit of }$1,711,070.
