BIG MILITARY
EXPENDITURE
Billion Yen Loan For Army And Navy.
STRAINED INTERNATIONAL SITUATION THE REASON
Tokyo.
The newspaper Nichi Nichi as- serted on September 13 that Gen Sodao Araki was urging other mem-
bers of Premier Salto's Cabinet to adopt a loan of domestic bonds for one billion yen (approximately V. S. $270,000,000) which the War Minister declared necessary to strengthen the Japanese army and navy "in view of the strained in- ternational situation."
Gen. Araki proposed that emer xency taxes yielding 50,000,000 yeni. a year be levied to pay interent and amortisation charges of the loan. which would be handled apart from the regular budget,
To Build Navy.
The proceeds of the huge loan would be used to finance the navy's programme to build to the limits permitted under the London Treaty of 1840 and complete the army's renlenishment programme.
Recently Gen. Araki and Admiral Daum!, head of the navy, Мате been most active in urging their Cabinet colleagues, especially Pin- ance Minister Takahashi. that the demands of the two military arms be given priority in framing the Budget for the 1934-35 fiscal year, which begins next April 1.
The aged Finane, Minister, ac- cording to Javanese language news- papers, in inclined to agree, thoug the current budget is not balanced and Takahashi has had to grapplej was difficult problems of finance.
Larger In History.
The naval estimates already sub- mitled for the budget are the larg est in history, including 180,000,000 yer for construction of new ships: and 75,000,000 yen for tion of capital ships.
moderniza-
For the next fiscal year, it was) learned, the Navy Ministry wants] 680,000,000 yen. which is 30 per cent. greater than the largest previous estimate, for the year 1921-22.
The combined army and navy doj manda for their budgets lots 1,240,000,000 yen. which is 45 pei cent above the allotments for the current year. Takahash! declared recently that the navy estimate would be given precedence becaus a portion of the construction proj gramme had been postponed in rel cent years.
Up To Limit.
The navy's pinne include the con struction in the next three years of two 8,500 ton six-inch gun cruisers, two 10,000-ton airplane carriers, 14, 1,400-ton destroyers. six aub. marines and a mine layer. Thle would be the limit under the London Treaty. Also projected is the crea- tion of eight new air squadrons, making a total of 39.
Foreign naval authorities here have expressed the opinion the big Davy move is due to the American building programme, Japan's diplo. matic isolation since the Manchurian campaign, and the desire to enter the 1985 London Naval Conference with a fleet up to the limits of the 1930 Treaty so full parity with the United States and Great Britain) may be demanded In place of the present 10-10-7 ratio.
