Before the Un- employment Insurance Scheme was} established there were no full ata- tistics. But I think It may be safely as sumed that there have been times during the nineteenth century when the percentage of unemploy- ment was as high in some indus-, tries as it is to-day.

There is this fact to be noted in contrasting unemployment to- day with that prevailing formerly. Unemployment does not inflict that amount of suffering and pri- vation which it did in the days) when no provision was made,
