In a striking speech at the meeting of the Peace Society at Paris, Lord Lytton said that Japan appeared not to have kept pace with the | laicsi development in the political thought and practice of the West. Although she had established a form of Democratic Government, her Army and Navy were still organised on a feudal basis and the heads of her fighting services, though entitled Ministers, were in- dependent, and responsible to the Government alone.
