JAPANESE RESIDENTS HOLD NO RIGHTS
Nanking To-day. Shanholkuan is not an open port and Japanese nationals have no right to reside there, states the Chinese Note ad- dressed to Mr. Arlyoshi and also cabled to Geneva for com munication to the League.
The note lays all blame for the Shanhaikuan Incident at Japan's door, and outlines the Incidents leading up to the battle.
The Japanese accusations against the Chinese troops only reveal the customary Japanese tricks and the assertions in the Japanese Note of January 11 do not accord the facts, states the Note.
